Work Programme

The Malta Qualifications Council’s Work Programme is split in two main strands, National and European.

National European
Setting up of a National Qualifications Framework Participation in EQF meetings<
Level descriptors for an NQF Participation in ENQA-VET
Qualifications Protocols ITS/UOM/ETC/DQSE Participation in EURASHE
Consultation process NQF/EQF Participation in ReferNet
  Participation in Cedefop activities

MQC's Key Targets for 2010 are the following:  

  1. to contribute to the quality assurance of programmes and training activities in public and private vocational education and training
  2. to level-rate qualifications of public and private training providers covering as many single qualifications as possible
  3. to ensure that the Referencing Process is implemented by all training providers
  4. to strengthen the MQRIC through a more efficient and transparent process in the recognition of local and foreign qualifications
  5. to transform the Office of the Mutual Recognition Coordinator into an efficient and effective contact point for all Designated Authorities
  6. to introduce the validation of informal and non-formal education in compulsory education, printing, agribusiness, beauty, care and building and construction sectors
  7. to have an interactive communication strategy that ensures greater efficiency in the level-rating, accreditation, quality assurance and recognition of qualifications
  8. to organize activities that create greater awareness about MQC's remit
  9. to participate in EU projects and activities as part of MQC's continuous professional development
  10. to ensure that the tools of the Bologna and Copenhagen Process contribute to greater synergy between the two sectors in HEI

MQC’s Key Targets for 2009 were as follows:

  1. The accreditation of vocational training of public and private institutions across the country;
  2. An effective legal and learner-centred process in the mutual recognition of qualifications;
  3. The Level-rating of all qualifications to the MQF based on occupational standards (where applicable) and set criteria and standards as established by MQC and agreed by all stakeholders;
  4. The design and publication of Sectoral Qualifications Frameworks (aligned to the MQF) in defined sectors such as in ICT, Artistic Expressions, Personal Services, Sport etc.; 
  5. The setting up of Sectoral Skills Units to design and publish occupational standards in at least nine key sectors namely; IT, Agribusiness, Construction, Care, Electrical and Mechanical Engineering, Art and Design, Business and Commerce and Hospitality;
  6. The validation and recognition of Informal and Non-Formal learning through certification and referencing to the Malta Qualifications Framework and European Qualifications Framework for Lifelong Learning;
  7. Capacity building of MQC in areas such as accreditation, quality assurance and standards;
  8. Mapping of competence matrices for vocational training in key sectors and publication of career information packs related to vocational qualifications;
  9. Wider consultation with key stakeholders on issues related to vocational qualifications and in particular on the design and updating of occupational standards;
  10. Wider participation on European Union initiatives and programmes related to qualifications frameworks, quality assurance and accreditation processes;
  11. The promotion of MQC’s Quality Label;
  12. The design and publication of occupational standards in key sectors matched to specific VET qualifications;
  13. An effective accreditation system for formal VET qualifications and a system for the validation and recognition of Informal and Non-Formal Learning;
  14. A Malta Qualifications Framework that embraces all Formal, Informal and Non-Formal qualifications;
  15. An e-based system for the recognition of foreign and local qualifications;
  16. A MQC as a regional point of reference for the accreditation, recognition and validation of qualifications.
