REFERNET CONSORTIUM MEETING

The Malta Qualifications Council (MQC) organised a CEDEFOP - REFERNET National consortium meeting. The meeting was held at MQC's premises at St. Lucia. The consortium will work on the one-year project which commenced in January 2010.  

REFERNET is CEDEFOP's primary source of information on VET systems and policy developments in the Member States, Iceland and Norway. It was created in 2002 to enable CEDEFOP to carry out its task "... to compile selected documentation relating in particular to the present situation, the latest developments and research in the relevant fields, and to matters of vocational training structures ..." (Article 2 of Council Regulation (EEC) No 337/75 of 10 February 1975 setting up a European Centre for the Development of Vocational Training) more effectively. Recently, European Ministers for VET, the social partners and the European Commission mandated CEDEFOP with its networks (such as ReferNet) to report regularly on the implementation of the Copenhagen process.

The Consortium is made up of representatives from the Malta Qualifications Council, the Institute of Conservation and Management of Cultural Heritage, Heritage Malta (ICMCH), the General Workers Union, The Unjoni Haddiema Maghqudin, the Malta College of Arts, Science and Technology (MCAST), the Institute of Tourism Studies (ITS), the Malta Hair and Beauty Federation, the Employment and Training Corporation (ETC), the Malta Chamber of Commerce, Enterprise and Industry (MCCEI) and the Malta Printing Industry Association. (MPIA)    

One of the project deliverables is to create a VET policy report. All the partners in the consortium will contribute to this report. The National reports will then be used by CEDEFOP in particular to produce the policy report which will take stock of progress towards commonly agreed priority areas for VET in the EU as set up in the Copenhagen/ Maastricht/Helsinki/Bordeaux communiqués and related Council conclusions.  

The report will encompass the following nine themes -

  • Socioeconomic challenges for future VET policy development 
  • Impact and implications of the joint work on European Principles and tools 
  • Progress in modernising European VET systems in the Copenhagen process and priorities for future cooperation 
  • Economic crisis - VET policies as recovery measures 
  • Enhancing creativity and innovation 
  • Financing VET
  • Strengthening links between VET and the labour market 
  • Addressing equity, social inclusion and active citizenship 
  • Quality, excellence and attractiveness of VET
