Dr. James Calleja - Chief Executive

James Calleja

 

The job description of the CEO is regulated by Legal Notice 347 of 2005, which authorizes the Council to appoint the CEO for an initial period of five years renewable thereafter for other periods as the Council may decide.

The CEO is responsible for the day-to-day management of the Council, and provides appropriate support for its meetings and implementation of its decisions.  The CEO attends the meetings of the Council but does not have a right to vote.  The CEO can legally represent the Council in administrative issues.

The CEO is also the holder of the MQC Quality Label and the Mutual Recognition Coordinator and A/Head MQRIC.

 
Ms. Doris Mangion - Senior Manager Standards and Qualifications

Doris Mangion

The Senior Manager Standards and Qualifications works under the direction and instructions of the CEO and is at all times answerable to, and gives account of her work to the CEO.  She is also responsible, inter alia, for the following tasks:-

  1. assisting the CEO in establishing and managing occupational standards and qualifications as established by the MQC;
  2. liaising with all public and private training providers, employers, Trade Unions and other stakeholders in establishing and maintaining occupational standards and qualifications;
  3. working with other managers and with the CEO of the MQC for the full implementation of the MQC policies;
  4. attending training courses and other events relating to qualifications and standards both locally and abroad;
  5. regular updating of occupational standards and qualifications;
  6. assisting and supervising in the implementation of the National Qualifications Framework;
  7. carrying out other matters relating to occupational standards and qualifications.
 
Mr. Richard Curmi - Senior Manager Assessment and Accreditation

The Senior Manager Assessment and Accreditation works under the direction of the CEO and is at all times answerable to, and gives account of his work to the CEO.  The Senior Manager is also responsible, inter alia, for the following tasks:

  1. assisting the CEO of the MQC in establishing and managing assessment and accreditations policies and criteria as approved by the MQC;
  2. keeping regular contact with all training providers, employers, Trade Union and other stakeholders in establishing and maintaining assessment and accreditation procedures related to qualifications at levels 1 to 5 of the National Qualifications Framework;
  3. organizing and leading information meetings with the general public and stakeholders on issues related to assessment and accreditation;
  4. developing and keeping regular contact with recognized bodies and agencies locally and abroad on assessment and accreditation;
  5. updating MQC regularly on developments in these areas in the EU and other areas;
  6. attending training courses and updating assessment and accreditation locally and abroad; representing MQC locally and abroad, in meetings and in official bodies and agencies;
  7. any other duties compatible with these areas.
 
Ms. Carmen Dalli - Finance and Administration Manager

The Finance and Administration Manager works under the direction and instructions of the CEO and is at all times answerable to, and gives account of her work to the CEO.  She is responsible, inter alia, for the following tasks:-

  1. for the proper administration of the MQC in line with EU and local practices;
  2. for the proper management of the funds including salaries of the MQC and shall present the financial statements of the MQC to audit;
  3. for all the keeping and archiving of the records of financial and administrative management of the MQC;
  4. for keeping an updated inventory of all furniture and office equipment and all other movable and immovable equipment;
  5. for acquiring supplies and other materials and furniture for the MQC;
  6. for liaising with Director, Finance and Administration of the Ministry of Education, Youth and Employment on procurement and other relevant financial issues;
  7. for attending and keeping records of MQC seminar staff meetings;
  8. for attending meetings locally and abroad in relation to MQC matters if and when required;
  9. for MQC’s recruitment and management of clerical and other support staff;
  10. for any other matter relating to Finance and Administration of the MQC.
 
Ms. Valerie Attard - Communications Manager

The Communications Manager works under the direction and instructions of the CEO and is at all times answerable to, and gives account of her work to the CEO The Communications Manager is responsible, inter alia, for the following tasks:-

  1. planning, implementation and monitoring of a communication strategy for the MQC;
  2. updating regularly the MQC website;
  3. producing and disseminating printed or other material by the MQC to stakeholders and the general public;
  4. organizing participation of the MQC in relevant exhibitions and other events;
  5. organising and participating in radio and television programmes on MQC matters;
  6. keeping records of the MQC activities in the local media;
  7. maintaining contact with the general public (through email etc.) and all other stakeholders;
  8. attending training courses relative to communications locally and abroad;
  9. travelling abroad when necessary to events relating to the MQC;
  10. carrying out any other task relating to marketing and communications with the MQC.

 

Ms Shirley Micallef - Recognition Officer and PA to the CEO

 Shirley Micallef

   

 The main tasks of the Recognition Officer and PA to the CEO are the following -

  • Manage the Office of the Chief Executive and the Mutual Recognition Coordinator
  • Establish, maintain and manage a database of all designated authorities in Malta
  • Draft a strategy for the enhancement of the Mutual Recognition Sector
  • Create opportunities of dialogue with Designated Authorities through one-to-one meetings or sectoral meetings
  • Organize the Annual Designated Authorities Conference
  • Consult with all stakeholders on issues related to the mutual recognition of qualifications
  • Examine best practice in other European countries on issue related to the mutual recognition of qualifications applying such methods in Malta and possibly create cross-nation collaborations and links
  • Look at EU projects and opportunities for funding and international co-operation
  • Participate in meetings abroad on issues related qualifications, to the mutual recognition of qualifications and in particular meetings of the Mutual Recognition Coordinator
  • Identify opportunities for international collaboration with Offices for the mutual recognition of qualifications
  • Any other task which the Chief Executive may assign from time to time
  • Assist the Chief Executive in the day-to-day running of MQC

Ms. Beatrice Mizzi - Executive Officer

The Executive Officer assists the Managers in MQC activities as detailed by the CEO. She is also responsible, inter alia, for the following specific tasks;

  1. assisting the Finance and Administration Manager in procuring quotations and coordinating expressions of interest;
  2. assisting the Finance and Administration Manager in compiling tenders for general works and supplies;
  3. issuing Local Purchase Orders and other DAS-related activities;
  4. documenting and filing all documentation related to travel by MQC members of staff, including flight and subsistence expenses and post-travel reports;
  5. assisting in all administrative aspects of EU projects;
  6. assisting the Finance and Administration Manager in her day-to-day administrative activities.

Ms. Josephine Sultana - MQRIC Officer

The MQRIC Officer works under the direction and instructions of the CEO and is answerable to, and gives account of her work to the CEO. She is responsible inter alia:

  1. for the effective processing of requests for the recognition of international and local qualifications;
  2. for obtaining official information on the recognition of qualifications and for preparing draft statements related to such qualifications;
  3. for the keeping and archiving of the records related to requests and statements related to qualifications;
  4. for keeping an updated information system on the value of international and local qualifications and qualifications frameworks particularly those within the EU Member States;
  5. for participating in meetings in Malta and abroad on issues related to the recognition of qualifications;
  6. for attending and keeping records of meetings held on issues related to the recognition of qualifications;
  7. for coordinating activities between the MQRIC and the Standards and Qualifications Unit and the Assessment and Accreditation Unit of the Malta Qualifications Council;
  8. for any other matter relating to the remit of the Malta Qualifications Council.
 
Ms. Sylvana Caruana - MQC Senior Clerk

She assists Management in their day-to-day activities as detailed by the CEO. She is also responsible, inter alia, for the following specific tasks;

  1. Filing system and general secretarial duties to the Management Team as required;
  2. Compiling and updating inventory system of MQC;
  3. Vacation Leave and Sick Leave records of MQC members of staff as well as weekly attendance sheets
  4. Keeping record and filing of daily media cuttings;
  5. Acting as alternate reception/front office assistant.
  6. Keeping records and movement of all MQC books, journals and magazines received/purchased.
 
Ms. Jane Nind - MQRIC Senior Clerk

She assists the MQRIC Officer as detailed by the CEO.  She is also responsible, inter alia, for the following specific tasks;

  1. receiving the general public and registering their queries and applications for the recognition of international and local qualifications;
  2. assisting the MQRIC Officer in the processing of requests for the recognition of international and local qualifications;
  3. assisting the MQRIC Officer in obtaining official information on the recognition of qualifications and for preparing draft statements related to such qualifications;
  4. assisting the MQRIC Officer in the keeping and archiving of the records related to requests and statements related to qualifications;
  5. assisting in the keeping of an updated information system on the value of international and local qualifications and qualifications frameworks particularly those within the EU Member States;
  6. assisting the MQRIC Officer in the day-to-day administrative activities;
  7. assisting in all administrative aspects of the MQRIC Unit.
 
Mr. Alan Cauchi – Front Office Clerk

The Front Office Clerk assists the Senior Management in the day-to-day activities as detailed by the CEO. He is also responsible, inter alia, for the following specific tasks:

  1. Receiving the general public and directing them to the appropriate staff member accordingly;
  2. answering incoming telephone calls and faxes and directing them to the appropriate staff member;
  3. keeping record of incoming telephone calls in the case when the staff member concerned is not available at that particular time;
  4. be the focal point for documenting in the appropriate register all incoming and outgoing postage to and from MQC staff.  He/she will ascertain that all postage, whether by normal or registered post, is sent on the same day it is registered.
  5. Compiling and updating Inventory List as necessary;
  6. General store-keeping and upkeeping of MQC’s infrastructural capacity
  7. Mailing lists and invitations for meetings/conferences.
 
Mr. Mario Farrugia - Support Staff

The Support Staff is responsible for cleaning and light maintenance of the MQC premises. The Support Staff is also responsible for the setting up of the Conference hall for meetings/conferences as the case requires.
