The working documents carry a single title Valuing all Learning. It indicates MQC’s objective of providing the standards, criteria and proposed regulatory frameworks necessary to value all Formal, Informal and Non-Formal learning within the parameters established by Legal Notice 347 of 2005 (PDF). The working documents reflect the discussions carried out within MQC and with key stakeholders and international consultants commissioned to critically review these documents.

Descriptors of Key Competences in the National Qualifications Framework
This document presented the learning outcomes of key competences at Levels 1-3 as defined in the EQF. Its’ aim is to help training providers in planning VET courses enriched by key competences which cut across all areas of education and training.
In spring 2006, the MQC appointed six working groups from among experts in the Education Division, MCAST and the University of Malta. The goal was to design level descriptors for key competences as defined in the Commission Staff Working document Towards a EQF for Lifelong Learning (08.07.2005). The EQF identifies and defines the key competences needed for Lifelong Learning. In this document, eight different key competences were identified, namely:
Key competences are defined as a combination of knowledge, skills and competences appropriate to the context and which every individual needs for personal fulfillment and development, active citizenship, social inclusion and employment. The MQC included these key competences as an integral part of the MQF.

The Cumulative Passports at MQF Levels 1, 2 and 3
These passports indicate vocational qualification at the National Qualifications level. A Full Vocational Qualification is achieved when all labels issued by the MQC are affixed to the appropriate sections of the Passport. The passports’ validity is determined by the assessment provided by the training providers and assessors accredited by the MQC.
The classification of knowledge, skills and competences related to the Second Language is based on the classification of the European Centre for Modern Languages of the Council of Europe and on that of the Euro CV. The passport defines formal learning as occurring in an organised and structured environment such as public and private educational institutions and is normally certified and recognised by competent authorities. Informal learning which may lead to recognised certification, results from daily activities related to work, family and leisure. Non-Formal learning, which may lead to recognized certification, is often embedded in planned activities not explicitly designated as learning but which contain a significant learning component.
Career Choice - A Handbook
MQC sponsored the printing of 9,500 copies of a Handbook designed to help students choose a career. This Handbook was launched in collaboration with the Guidance and Counseling Services within the Education Division. It was printed in both Maltese and English and serves as a useful reference tool to aid students in their career choice. The workbook targets Form 4 and 5 secondary school students and serves as the students’ introduction to the MQF. The authors of the Handbook, Jacqueline Cutajar, Noel Camilleri, Gina Granata, Ivan Fenech, Robert Cilia and Dorianne Gravina are Career Guidance Teachers who deliver Career Seminars to schools. This job was compiled with the technical support of Salesian Press.
EQF-FRAME Flexible References and Methods of Evaluation
This publication resulted from the Leonardo Pilot Project (January 2007 – December 2008). The project attempts to apply the European Qualifications Framework (EQF) to a particular sector – tourism studies – in order to study how the Framework can be applied to vocational education and training, thus creating a process of rapprochement between existing qualifications and the EQF. The project is coordinated by the MQC together with partners from 5 other EU Member States.
This publication includes brief information on the project such as the project’s objectives, contact details of all the project partners, project outputs and target groups. It also includes some information on the Malta Qualifications Council.
The European Qualifications Framework and Tourism Studies
This publication is one of the main products of the EQF-FRAME Leonardo da Vinci Community Vocational Training Action Programme Second Phase 2000-2006 supported by DG EAC.
This publication comprises a comparative analysis of tourism programmes of study in Austria, Greece, Italy, Slovenia and Spain. The aim of this analysis is to align existing qualifications in Tourism Studies with the European Qualifications Framework. As highlighted in both the Copenhagen and Bologna Process, this alignment will facilitate transparency, comparability and transferability of tourism qualifications through Europe. This comparative analysis follows in-depth research into the tourism qualifications systems of each partner country.

Manual for Referencing Qualifications in Tourism Studies to the European Qualifications Framework for Lifelong Learning
This Manual was prepared in the context of the project ‘EQF-FRAME’, which was partly funded by the DG EAC – Lifelong Learning: Education and Training Policies. The Manual seeks to illustrate how qualifications in tourism studies can be referenced to the EQF. This must be done through understanding the level descriptors of the EQF as well as the learning outcomes of the respective qualifications. The question will be addressed as to which evaluation principles and methods could or should be used to assess the level of qualifications in tourism studies. This Manual links with the two publications mentioned above.

Qualifying Private Security Personnel in a Rapidly Growing Sector – Empowerment of Transparency in the Vocational Framework of Security Employees – ETSE
This publication includes a report from partners in the ETSE Leonardo da Vinci project Empowerment of Transparency in the Vocational Framework of Security Employees led by UAB Apsaugos Komanda. The publication was completed in September 2008. The publication is based on the proceedings of the seminar held in July 2008 as well as the main texts of the contributions from Germany and Lithuania to the project. The objective of this book is to highlight the main findings of this project and to lay the foundations of a continued dialogue among the relevant stakeholders in Malta and other partner countries.
